Not really applicable. COPA basically said commercial sites/cOoKiEs sites had to do everything they could to prevent minors seeing anything "bad". Part of why in the late 90s all the cOoKiEs sites suddenly put in age verification when they never really cared before. It probably won't change a lot, it's just another stupid decency law dead. And that's always a good thing. 
Flooding a site with goatse is a different area and isn't likely to get them in much trouble anyway. For the most part site owners aren't responsible for what other people post (hence why places like the chans don't get insta-v& when CP shows up).

It was really retarded anyways.
If they really wanted to protect children, they should set up various categories, and demand websites simply have some sort of html tag that declares what that page may contain. Categories would be something like Medical(possible nudity/gore for the purpose of education), HUEG LIEK XBOX(*edit x.x.x lawl*a page filled with cOoKiEs of any sort), Art(might contain cOoKiEs that you can be pretentious about), Violence, Gore, UGC (user generated content, forums, imageboards, youtube, possibly google. Basically, anything can be posted) etc.
Then you could just have your browser block the page if it contains a tag you don't want, and whitelist sites you trust. (A parent would do this. Obviously, none of us care about cOoKiEs/gore)
I just pulled that out of my ass, and it would be over nine thousand times better than the shitty "enter random birthdate" safety protections.
